Serviços de apoio diagnóstico-terapêutico integrados na forma de setor: aspectos técnico-legais e de educação profissional em saúde que indicam o agente mais vocacionado à sua gestão

Abstract

Diagnostic-therapeutic support services (DTSS) are centers that support diagnosis and/or treatments. There is emphasis on radiology, graphic methods, laboratorial tests, hematological therapy, hemodialysis and radiotherapy, which may vary depending on the health needs of the region's population. As an integrated multi-specialty care service, it requires unified management, under the risk of the different specialties not working in conjunction with each other. In parallel, this diversification leads to a wide range of professional categories, making it necessary to understand which health professions have a greater capacity for generalist action at this level, with a view to unified and integrated management of DTSS. This work aimed to identify the professional who brings together the greatest amount of technical expertise necessary for the management of DTSS, supported by studies of the profiles of the 13 higher education professions in human health recognized by the Brazilian National Health Council (CNS) - considering legal, technical, labor and academic. To this end, exploratory research was carried out, analyzing 4 groups of documents: laws and decrees regulating professions recognized by the CNS; resolutions of these Brazilian Federal Councils; the Brazilian Classification of Occupations from the Ministry of Labor; and the resolutions of the Brazilian Education Council that established the Brazilian Curricular Guidelines for training the professions involved. For each of the main areas (radiology, graphics, clinical laboratory, hemotherapy, hemodialysis and radiotherapy), it was surveyed how many of the 4 documentary groups listed record specific assignments. In all DTSS areas studied, biomedical came first, having the largest number of official documentary groups that provide for action. More individual aspects can make other professionals excellent DTSS managers, such as career experiences, post-training, talent and vocation. However, identifying the profession with the greatest specific academic qualification and legal/administrative provision for the activity is important, enhancing searches, selections, composition of notices and choice of training itinerary.
